The 10th Floor Riddle

There is a man who lives on the 10th floor of a building. Every day, he returns from work and takes the elevator up to the 7th floor and walks the remaining 3 flights of stairs to his apartment. This is a daily routine. He hates walking the last three flights but has no choice.

Question:
Why doesn’t he take the elevator directly to the 10th floor every day?

Hint: On the days that it rains, he is able to take the elevator up to the 10th floor.
